Dear Mr. Ross:
This responds to your e-mail message of December 1, 1996, to Mrs.
Clinton, requesting a pardon for Silvia Baraldini, a federal prisoner.
I apologize for the delay in responding.
Federal prisoners are not eligible to apply for a full pardon until
at least five years after their release from incarceration. Although
a prisoner may be eligible to seek executive clemency in form of
commutation (reduction) of sentence, clemency is generally considered only
upon submission of a request for clemency by the prisoner. To date,
Ms. Baraldini has not applied for clemency.
